Although
hydrology is the most important
element in determining Corps jurisdiction in wetlands and other waters,
typical delineation courses cover only the rudiments and may be restricted
to a discussion of "hydrologic indicators." This course is a more in-depth
treatment of jurisdictional hydrology: the principles, concepts, and methods
essential for working with disputed jurisdictional boundaries. Policy
concepts include wetlands, other waters, ordinary high water marks, and the
Supreme Court rulings in the Rapanos and Carabell cases related to
determining "Significant Nexus." Technical concepts include: saturation,
porosity, Darcy’s law, hydraulic conductivity, permeability, infiltration,
use of climate records including NRCS WETS data, calculation of runoff,
ground-water observation well installation, well data analysis, stream flow
analysis, rating curves, and the effects of drainage by streams, ditches,
and tiles. Two and a half days of lecture and a half-day of field work.
Lecture notes and handouts provided. Recommended prerequisite is a 36-hour
course in wetland delineation or equivalent in hydrology. Scientific
calculator required.
