Recent changes involving wetland regulation and
compliance resulting from court rulings and technical modifications to the
federal regulatory program are challenging. Failures to identify wetlands
and comply with permitting requirements in advance of a project frequently
result in costly delays or worse, violations and enforcement actions.
Invariably, such negative outcomes are avoidable if staff members are
thoroughly trained. The emphasis on moving projects along expeditiously in
order to take advantage of recently increased federal funding has only added
to the need for agencies and firms to maintain a well-trained staff.
